Leading the Way in National Aviation Infrastructure
The Vietnam Top 30 Strategic Holdings ranking is developed based on a rigorous scientific methodology, with consultation from respected domestic and international economists and business leaders. Unlike conventional rankings that focus mainly on financial indicators, this assessment provides a comprehensive assessment of an enterprise’s capacity to generate sustainable value through three core pillars: Investment and Financial Performance, Governance and Resilience, and Influence and Leadership Capability.
As the major operator of 22 airports across Vietnam—including 10 international and 12 domestic airports—ACV has firmly established its position as the backbone of the nation’s aviation network. In 2024, ACV served 110 million passengers, contributing significantly to socio-economic development and enhancing Vietnam’s global competitiveness.

Strategic DNA: Building the Nation’s Aviation Infrastructure
Within the Vietnam Top 30 Strategic Holdings analytical framework, ACV is recognized for its unique strategic DNA as “The Pioneer of National Aviation Infrastructure”, where every investment is tied to the mission of strengthening national connectivity and economic advancement. ACV’s distinct capability lies in its ability to translate capital investments into operational capacity and value creation, turning financial resources into tangible drivers of national growth.
ACV’s major projects exemplify this vision. The Long Thanh International Airport project, backed by a US$1.8 billion syndicated loan, demonstrates ACV’s strong creditworthiness and robust risk management. As of October 2025, the passenger terminal’s steel roof structure had been fully installed, while Runway No. 1 welcomed its first calibration flight in late September 2025. ACV is striving to commence commercial operations by June 2026.
The Passenger Terminal T3 at Tan Son Nhat International Airport is another testament to ACV’s execution excellence. Driven by the spirit "conquering the sun and the rain,” ACV and its partners completed construction on April 19, 2025, two months ahead of schedule. With an investment of nearly VND 11 trillion and a design capacity of 20 million passengers annually, the project has significantly alleviated congestion at Terminal T1.
ACV’s infrastructure development excellence is further demonstrated through the expansion of Dien Bien Airport, a project of profound socio-political significance completed and inaugurated in December 2023 to commemorate the 70th anniversary of the Dien Bien Phu Victory. The project not only stimulates socio-economic development and strengthens national defense and security across Vietnam’s northwestern region but also marks a historic milestone, as Dien Bien Airport can now accommodate modern aircraft types such as the Airbus A320 and A321 for the first time.
The Passenger Terminal T2 at Phu Bai International Airport exemplifies ACV’s investment philosophy — a seamless blend of functionality and aesthetics. Inaugurated in April 2023, the terminal, with a capacity of 5 million passengers per year, is a modern architectural landmark imbued with the cultural essence of Hue’s imperial heritage. The project was honored at the National Architecture Awards, receiving the prestigious Gold Award and the “For the Development of Architecture” Award. The success of this project affirms ACV’s role not only as an infrastructure investor but also as a creator of culturally rich, nationally distinctive landmarks.

Strategic Transformation Toward the Airport City Model
Alongside infrastructure investment, ACV is implementing a strategic transformation under Government direction toward the Integrated Airport City model. This forward-looking development concept positions airports not merely as transportation hubs, but as comprehensive economic ecosystems — seamlessly integrating aviation, logistics, commercial services, supporting industries, and free-trade zones.
This vision embodies ACV’s identity as a modern infrastructure enterprise, operating under market-based principles while harmonizing national mission objectives with business efficiency. By expanding its value chain from core aviation services to auxiliary and non-aviation activities, ACV is shaping a sustainable development model that delivers greater added value and enhanced experiences for both passengers and partners.
The Air Logistics Center and Free-Trade Zone Project at Long Thanh International Airport exemplifies this transformation. Spanning 136 hectares with a total investment of VND 11.8 trillion, the project is expected to contribute 0.7% of the Southeast region’s GDP, create 15,000 jobs, and boost air cargo import–export turnover by 15–20% annually. The development marks a significant milestone in ACV’s evolution — from a traditional airport operator to a creator of integrated international transit ecosystems, comparable to leading aviation hubs across the region.

Pioneering Digital Transformation and Sustainable Growth
Entering the era of “Smart and Green Airports,” ACV is accelerating its journey toward comprehensive digital transformation and sustainable development, with Artificial Intelligence (AI), Big Data, and the Internet of Things (IoT) as its core foundations. This strategy is being realized through the implementation of collaborative decision-making systems at key gateway airports and the development of an integrated airport data ecosystem across the entire network.
ACV is enhancing passenger safety and experience through biometric verification, chip-based ID authentication via VNeID, cashless toll collection, and AI-powered security surveillance. In parallel with modernization, ACV remains committed to green growth, implementing energy transition and emissions reduction initiatives to support Vietnam’s Net Zero 2050 goal.
On the internal management front, digital transformation is positioned as the foundation for productivity and efficiency in ACV’s next phase of growth. The corporation is building a unified digital management platform, centered on a next-generation Enterprise Resource Planning (ERP) system and an integrated data platform. These systems aim to digitize and interconnect all core business processes, steering ACV toward becoming a data-driven enterprise — where every management decision is made swiftly, transparently, and guided by intelligent data analytics.

Commitment to Transparent and Sustainable Governance
With disciplined capital management and a strong financial structure, ACV maintains a prudent balance between investment efficiency and financial safety. The corporation adheres to the principles of transparency, fiscal discipline, and risk control, while advancing a comprehensive ESG governance framework that integrates environmental, social, and governance standards across all investment and operational activities.
In the next phase, ACV aims to transition from an airport operator to a national infrastructure management enterprise with regional competitiveness, where investment value is measured by long-term socio-economic impact rather than short-term financial returns.
Vision and Strategic Direction
From 2025 to 2035, ACV will continue placing customers at the center of all development strategies, building a modern, smart, and sustainable airport and logistics infrastructure system. Its development roadmap is anchored on three strategic pillars: Restructuring infrastructure capabilities with passenger experience as the core focus; Comprehensive digital transformation to elevate service quality and convenience; Governance standardization to advance sustainable growth.
Being recognized among the Vietnam Top 30 Strategic Holdings 2025 is a testament to ACV’s unwavering commitment to developing national aviation infrastructure, enhancing competitiveness, and driving new economic momentum for Vietnam. ACV remains dedicated to fulfilling its mission as a key driver in the national aviation development strategy, building a Vietnamese airport brand capable of regional and global competitiveness.
