On August 5, 2025, ACV issued Directive No. 3504/CT-TCTCHKVN regarding the enhancement of electronic identification, authentication, and biometric recognition applications for boarding procedures at affiliated airports.
To ensure effectiveness, timely implementation, and achievement of targets by September 15, 2025, ACV requires Directors of airports and Heads of affiliated units to strictly carry out the following:
1. Establish Task Forces at Each Airport
Coordinate closely with relevant local agencies and units to promptly direct and resolve issues during the deployment of the ACV-ID technology system. Ensure smooth and efficient system operation, enhance passenger experience, and increase the number of users as planned.
2. Optimize Biometric System Utilization
Airports must allocate personnel to ensure 100% of passengers are invited to experience and guided to use biometric authentication services, especially at check-in counters. Maximize the use of equipment already installed at check-in counters and boarding gates. Review passenger service procedures and arrange reasonable flow paths to facilitate full biometric service usage.
3. Strengthen Communication and Promote Full Biometric Flight Procedures
Airports should implement visual communication through videos, posters, and signage at entrances, check-in counters, security screening areas, and boarding gates. Ensure all staff are aware of the deployment roadmap and the goal to increase the number of flights and passengers using full biometric services.
4. Coordinate with Local Police (PC06)
Work with the local Police Department of Administrative Management on Social Order (PC06) to organize communication campaigns supporting passengers in installing and using the VNeID app during check-in procedures.
5. Set Up “VNeID Support” Areas
Assign staff to directly assist passengers throughout the check-in process, especially during peak hours.
6. Develop Passenger Classification Plans
Prioritize movement flows for passengers who have completed biometric authentication to reduce wait times and improve service experience.
7. Ensure Continuous and Stable System Operation
Airports must deploy technical teams on duty 24/7 to promptly handle technical issues. Collect and report detailed error logs (flight number, passenger name, seat number, etc.) to the Technical and Environmental Department for monitoring and resolution.
The directive also emphasizes that all ACV staff and workers should lead by example in using full biometric services when flying and actively promote and guide family and friends to use the service.
